Thanks for reporting this bug. We just released an updated version of the extension bundle. You can update it by downloading the updated extension bundle here:

http://dl.dropbox.com/u/5379343/CEM.spe

Then, open SPSS and go to "Utilities > Extention Bundles > Install Extension Bundles..." and choose the file the file you just downloaded. Hit "OK" on any dialogs that appear and this should update CEM and allow you to run it with K2K and NOIMBAL. 

As for the installation, we are close to releasing a more streamlined installation process. One note, though: CEM does not require numpy or scipy (they are not installed on my machine). If SPSS is prompting you to install these packages, it is unrelated to CEM.
