When ! isn't enough, I also find that strategic placing of \clearpage can help (usually right after the figure in question).  If the figure conveniently fills up the lower half of a page, for example, this trick works well.  It backfires if the figure doesn't fit on the current page, though, because it leads to an unsightly almost entirely blank page in the document.  

Also, scaling the figure, using [scale=0.7] for example, can help squeeze the figure in to a spot where before it was getting pushed down to another page.
