If you have an ipad you can use iAnnotate. Also, while I know it's still expensive,
there is student pricing for Adobe products, and Acrobat is available for $119.

Subject: [gov2001] Lecture Notes in NB?
Hello,
I think it's cool that NB allows us to communicate with our classmates about the
readings, but I also like how I can make notes to myself as I read.
Would it be possible to put the lecture notes up on NB so we could annotate those as well?
I'm thinking for personal use, but it's also possible that someone may have a
question for the class (e.g. about a formula) that they could make a note of.
At the very least, does anyone have any software suggestions for managing and commenting
on PDF's (short of buying Acrobat)?
