I use minipage. For instance:
\begin{table}[ht]
\begin{minipage}[c]{5.875in}
\caption{A Comparison of Shaw's Ordered Probit Analysis with OLS
Regression: Factors Influencing Electoral Strategies, 1988-1996}
\begin{tabular}{l....}
<TEXT OF THE TABLE>
\end{minipage}
\label{oprobvsols}
\end{table}
Then within the table simply use the \footnote command.

the astronomy package. I'm not sure how you call it exactly, but it's something
like \documentclass[...]{article} where [...] is the astronomy package.
If you want to fake it, you insert the symbol you want (^\symbol) where you want it, and
then after \end{tabular} \end{center}
\\
\footnotesize
then you indicate your symbol and type your notes
\normalsize
\end{table}
Other people fake it by doing a big \multicolumn{number of columns}{l}{footnote text}.
