The questions ask for the difference in the expected probabilities between a
state of the world where import is 0 and import is 1, so you should set the
X accordingly (it says nothing about imports varying by person).

Hi,
I am a little confused about the wording in Q1, Part C:
For the counterfactual dataset, are we supposed to switch all import
observations, where a 1 becomes 0 and a 0 becomes 1, or are we just supposed
to switch all the 0's to 1's per #2 in Part B?
