Most of your problems will be fixed by editing your .Renviron file
(located in your home directory). Just open the file and change the last
line to
R_LIBS=~/.R/library:~gov1000/RLIBS:~gov2001/RLIBS:
(You're taking out some stuff about /usr/lib/R/library at the end.)
Save .Renviron, and the next time you start R, everything should be ok...
